800 MHz Application Process
STEP #1
Plan Ahead - The Region 35 coordination process and FCC licensing is a lengthy process which can take up to one (1) year or longer.
The reasons for this length of time include: (a) The Region 35 Frequency Advisor Committee (FAC) only meets once or twice a year due to the limited number of applications we receive, all of the members are volunteers that have other full time jobs, a majority of the voting members must travel a great distance, and the Region 35 Plan requires a quorum. (b) If the proposed system impacts an existing or pending co-channel or adjacent channel Public Safety user in another Region, the adjacent Regions will require pre-approval frequency coordination prior to submitting an application to the Region 35 FAC. (c) The FCC certified frequency coordinators and actual FCC licensing process can take up to six (6) to nine (9) months over and above the Region 35 processing time. It is necessary to plan accordingly.
STEP #2
Read the Region 35 Plan - Prior to contacting the Region 35 Chairperson, the Region 35 Regional Review Committee (RCC) members or Region 35 FAC members, please study the Region 35 Plan.
STEP #3
Adjacent Region(s) Pre-Approval of the Proposed Channels - After (a) reviewing the Region 35 plan, (b) determining the availability of one or more of the proposed 800 MHz channels and (c) determining if the proposed system will impact another Region(s), Region 6, 12, 27 or 43. It will be the applicants responsibility to contact the adjacent Region(s) to verify that the proposed application with the Region 35 FAC will not negatively impact an existing or pending co-channel or adjacent channel Public Safety user in the other Region(s). This is a very critical step in the application process. The Portland Metro area is a good example of pre-approval coordination with another Region (Region 43 - State of Washington). The goal is to avoid the expense, time and disappointment of a Region 35 application dismissal that did not meet the co-channel or adjacent channel technical requirements in either the Region 35 or Region 6, 12, 27 and 43 plans.
STEP #4
Region 35 Application Checklist - The Region 35 application checklist is provided as a tool to assist the applicant in preparing a successful application. Please make sure that all of the items requested in the plan are included in the application and "match up" with the Region 35 checklist. This is the same checklist that the Region 35 Chairperson and FAC will use in processing the application.

STEP #6
Schedule a Region 35 Pre-Application Meeting - A pre-application meeting with the Region 35 Chairperson is required. The goal is to make sure the application is 100% in order and complete prior to submitting an "official application" to the FAC. Why? The Region 35 Chairperson and FAC desire to see the application be successful. It is a good idea to avoid the embarrassment and delays of having the Region 35 FAC travel from throughout the State of Oregon (some FAC members travel hundreds of miles and stay overnight in a hotel) only to discover during the review process that the application is missing critical information. Please do not mail or drop off a final application without scheduling a pre-application meeting with the Region 35 Chairperson.
